Insects as Food

The Finnish Food Authority has composed guidelines for the food industry concerning the farming, sales and preparation of insects for consumption. The guidelines are intended for the food control authorities, insect farmers and companies making foodstuff from insects.

Insects are novel foods that have no significant history of use in the EU before 15 May 1997. Insect products which have been authorised as novel foods or which are still subject to a transitional period may be placed on the market as food (see insect species authorised during the transitional period here). Insect products authorised as novel food are listed in the Union list (EU) 2017/2470 of authorised novel foods with conditions of use.

Insect farmers have to register as food business operators whose activities are governed by food legislation and controlled by the authorities. Insect products so produced may be marketed as foodstuffs taking into account other legal requirements. 

Insect farmers, manufacturers of insect products and sellers are responsible for ensuring that the foodstuffs produced and marketed by them are safe for consumers. For example, steps needs to be taken to ensure a high standard of hygiene and correct and sufficient labelling. The labelling of food containing insects shall bear a statement that this ingredient may cause allergic reactions to consumers known to be allergic to crustaceans and their products and to dust mites. This statement must appear in the immediate vicinity of the list of ingredients.
